That's the oddest place someone can leave their cart. I've seen them in sewers and at gas stations, but never on a pole.

Dead People In The Dumpster?
If you're driving past this at a reasonable speed, you're probably going to mistake this for dead people in the dumpster.
At least, that's what someone's kid did. The parent had to turn around and make sure they didn't really see dead people.
